Heavy black smoke indicates that this operation really rich. For normal carbohydrate I check if float is not floating, or needle and seat hanging problems. Since carbohydrate is probably one of votes, also check the mixture control solenoid. If active, you should be able to feel / hear that cycling. Sometimes The rubber tip on the end disintegrates or falls, and will leave too much fuel. Very easy to say that just take it out and look, if you know how it should look. I I find it a bit surprising that a 1990 Dodge have a carb though. In case of MFI or TBI. Remove the air filter cover off. If there are 2 threads at a round thing (or two) that the gas leaving the TBI. (Throttle Body Injection)
